Programming glitch

Hi,

I'm using a discovery board to program a blue pill. IF I restart my computer I can program it once with TrueStudio, if I try a second or X amount of times after that the following message comes up;
"
Target USB comms error

Error in initializing ST-LINK device.
Reason: USB communication error. Please reconnect the ST-LINK USB cable and try again.
"

Does anyone know what's causing my setup to only allow me to program once after a computer restart?
